Overall objective

The province “strives to construct and develop Ba Ria – Vung Tau into an industrial province with marine related economy and a system of national and international ports; become one of centers of industry, services, tourism, and seafood industry in the area and the nation; improve people’s quality living; ensure national defense and security”.

Some key tasks:

+Develop the provincial economy society, and infrastructure system in the relationship with area plans and national plans to create the cooperation and support in order to make the best out of the local competitive advantages, create the links among sections and localities in the province, contribute actively to the development of the country and the Southern Key Economic Zone.

+ Put priority on robust and stable development of marine related economy, petroleum industry, sea ports, construction, marine time services, petroleum services and seafood sector. Shifting the economy structure to increase the service proportion, promote industries with high potential of significant growth in the coming period.

+ Strongly invest in weak but strategic sectors that will promote the economy such as technology and science, human resource training, job creation, poverty reduction, agricultural projects for rural development, etc. those sectors do not require big investment but will create a momentum to promote the stable and growing economy.

+ Create a comprehensive development in administrative reform, considered as a breakthrough in direction implementation activities. Build an administration system with the focus on serving people, anti-bureaucratic corruption, waste, improve investment climate in the direction of equality, transparency, convenience and stability; promote democracy, improve discipline, create conditions for all organizations and individuals to be free in all activities of economic life, society accordance with the provisions of law.

+ Mobilize all sources of investment capital from the society, continue to build technical infrastructure, society infrastructure, and economic infrastructure in the modern direction; complete infrastructure in urban areas. Good management of natural resources, environment, effective land use, manage the plan of urban architect construction and rural construction towards sustainable development. Improve people’s living standards, complete poverty reduction programs; basically solve the pressing social issues: employment, housing for the low income, drug abuse, prostitution, etc. to create conditions for sustainably socio-economic development.

+ Strengthen national defense and security, maintain political stability, prevent and reverse dangerous crime and social ills. Make sure to incorporate economic development and national defense and security in the provincial strategy of socio-economic development.
